Senior Director of Compliance

Sacramento, CA

Sr. Director of Compliance

Job Type: Full-Time

Schedule: Monday–Friday

Compensation: $120,000–$140,000 per year, depending on experience

Position Summary

We are seeking a highly experienced Senior Director of Compliance to lead and strengthen compliance operations across our affordable housing portfolio. This is a senior leadership opportunity for an experienced affordable housing professional who brings strong regulatory knowledge, sound judgment, and a passion for building effective compliance practices.

The ideal candidate will have extensive hands-on experience with HUD, LIHTC, Rural Development (RD), and local Housing Authority programs, including the processing and management of rent increases.

You will serve as a key resource to senior leadership and property operations, helping ensure regulatory compliance while developing practical solutions that support strong property performance.

What We're Looking For

  • 7–10+ years of progressively responsible affordable housing compliance experience, including at least 3 years in a senior-level compliance leadership role (such as Director of Compliance, Senior Compliance Manager, or equivalent), with responsibility for portfolio-wide compliance oversight, regulatory interpretation, and compliance program administration.
  • At least 3 years of direct supervisory experience managing compliance employees, including assigning responsibilities, evaluating performance, providing training and professional development, and holding staff accountable. Indirect oversight or guidance of onsite or regional teams does not satisfy this requirement.
  • Proven responsibility for overseeing compliance across a multi-property affordable housing portfolio, rather than managing compliance for a single property or performing compliance functions solely for an assigned region.
  • Demonstrated experience leading and supporting company-wide initiatives involving policy and procedure standardization, implementing procedures and process’, regulatory documentation, leases and forms, compliance systems, staff training, quality assurance, process improvement, and operational efficiency.
  • Experience must extend beyond onsite compliance, file reviews, certification approvals, or HAP submissions and include senior-level responsibility for compliance strategy, program administration, and portfolio-wide oversight.
  • Direct, hands-on experience processing and managing rent increases.
  • Strong working knowledge of HUD, LIHTC, USDA Rural Development (RD), and local Housing Authority programs, with experience in additional affordable housing programs preferred.
  • Demonstrated experience with California affordable housing regulations and compliance requirements, including applicable state and local housing laws, rent restrictions, and program-specific requirements.
  • Experience establishing and maintaining compliance policies, procedures, internal controls, quality assurance standards, and regulatory monitoring processes.
  • Demonstrated experience managing compliance audits, regulatory reviews, monitoring activities, and corrective action plans.
  • Strong knowledge of income certifications and recertifications, income limits, rent restrictions, utility allowances, and occupancy requirements.
  • Proven ability to identify compliance risks, resolve complex regulatory issues, interpret requirements, and provide leadership-level guidance to operational teams.
  • Strong leadership, communication, analytical, and problem-solving skills, with the ability to work strategically while remaining engaged in complex, hands-on compliance matters.
  • Bachelor’s degree preferred; equivalent relevant experience may be considered.
  • Affordable housing certifications such as HCCP, SHCM, COS, CPO, or equivalent preferred.

Key Responsibilities

  • In addition to leading the Compliance Department, strengthen the company’s compliance infrastructure, drive portfolio-wide consistency, and lead initiatives that improve operational effectiveness and regulatory compliance.
  • Lead compliance strategy and provide senior-level guidance on HUD, LIHTC, USDA Rural Development (RD), local Housing Authority, and other affordable housing program requirements.
  • Oversee hands-on rent increase processing, including documentation, submissions, approvals, and coordination with applicable agencies and program administrators.
  • Establish and maintain compliance policies, procedures, internal controls, and quality assurance standards. Ensure leases, addenda, forms, notices, and other compliance documents remain current and accurate, and continuously improve compliance systems, workflows, and reporting to promote standardization, automation, and efficiency.
  • Oversee portfolio-wide compliance monitoring, risk assessment, and audit readiness. Identify trends and potential deficiencies, assess regulatory changes, lead corrective actions, and ensure audit findings are appropriately resolved.
  • Partner with Property Operations and senior leadership to address complex compliance matters and ensure regulatory requirements are consistently implemented at the property level through clear guidance, practical procedures, and effective training.
  • Lead, develop, and hold the Compliance Department accountable through coaching, training, performance oversight, and continuous development, while promoting compliance knowledge and accountability across operational teams.
  • Provide compliance oversight for acquisitions, management transitions, refinancing, rehabilitation, and expansion into additional states, and maintain effective relationships with regulatory agencies, Housing Authorities, investors, owners, and other key partners.
